No. There are no plans to release it right now.
The big problem is the Lions Gate - Buena Vista deal, which means the DVDs are being released by Lions Gate. It's not clear who'd release it internationally, assuming they wished to release it. Lions Gate do have a UK division, but its focus seems to be movies. None of the shows released under the LG-BV deal have been released internationally. 8 Simple Rules could be the exception, given its international popularity, but I wouldn't hold my breath.
If you have the ability to play US DVDs, I'd suggest buying it now. I can't see the DVD coming to these shores anytime soon.
I'm still waiting, two weeks later, for mine to arrive. The annoying thing is that an order I placed with Amazon.com 4 days after 8SR: S2 shipped, and chose the cheapest/worst shipping option on, arived today.

It arrived today. I really wonder why I bother paying Amazon more for shipping, two DVDs that shipped after 8SR with the cheap shipping option managed to arrive before 8SR ...
Anyway, I haven't watched an episode yet, but my thoughts on the DVD: The packaging is largely much better. There are no overlapping discs, there is a booklet with episode titles and descriptions. The discs themselves have good art, unlike the plain and generic art last time. The discs have characters on them. This makes everything much better. The menus on the DVD are much better, they've got "moving pictures" from the episode on the 'select episode' menu. They have a new version of the theme tune playing in the background of the episodes. The disappointment is the lack of special features, but for the design they did work hard.
